Ice road unions, and the honest truth: most of this work isn't union work
One Teamsters local claims Northwest Territories jurisdiction. The companies that actually build and haul the winter road hire directly through their own sites instead. Here's what we could confirm and what we couldn't, checked September 2026.

Is ice road trucking a union job?
Mostly, no -- and this is worth saying plainly rather than padding the page with a union local list that doesn't reflect how the work is actually staffed. The Tibbitt to Contwoyto Winter Road Joint Venture's own site describes its workforce as "winter road Contractors, and carrier companies and their drivers" -- plural carriers, not one organized workforce. The companies most consistently named for actually building, maintaining, and hauling the road -- RTL-Robinson Enterprises Ltd. and Nuna Logistics for construction and dispatch, KAG Canada for fuel and bulk-commodity hauling -- each recruit directly through their own careers pages. None of the three publicize a collective agreement or union hiring process for winter road drivers.
The one Teamsters local that does claim NWT jurisdiction
Teamsters Local Union 362, based in Edmonton, is the one local we found whose own site explicitly states its jurisdiction covers "the Province of Alberta and the North West Territories" -- over 7,000 members spread across roughly 75 companies and 100+ collective agreements. Its own published Fair Carriers list names Grimshaw Trucking, which runs a Yellowknife terminal alongside terminals in Edmonton, Grande Prairie, Fort McMurray, and elsewhere in Alberta.
Here's the honest limit of what we could confirm: Grimshaw's history includes early winter-road trucking in the NWT going back to the 1950s, but a Yellowknife terminal today mostly implies general freight moving into Yellowknife on the all-season highway, not necessarily hauling the Tibbitt to Contwoyto ice road out to the diamond mines specifically. We could not confirm from a primary source which of those two things Local 362's Yellowknife-connected members actually do. If this distinction matters to you -- say, you're deciding whether joining a unionized carrier gets you onto the actual ice -- confirm directly with Local 362 or Grimshaw rather than assuming either way.
What we checked and didn't find
Teamsters Canada's own local-union directory is a JS-driven map; a direct fetch of it on 2026-09-08 rendered no populated local list, so it isn't usable here as a source for a full locals directory -- only Teamsters Canada's own headline membership claim ("125,000 members... across the country") could be read from it. Separately, the Northern Territories Federation of Labour -- the territorial umbrella body an NWT-based union local would normally be affiliated with -- publishes its own affiliates list, and it names CUPW locals, PSAC's Union of Northern Workers (GNWT public-sector employees), the Nunavut Employees Union, IAMAW Lodge 14, USW Local 1-207, Sheet Metal Workers Local 8, and Seafarers International -- no Teamsters local, and no private-sector trucking local of any kind. That's consistent with what the carriers' own sites show, and it's why this page doesn't manufacture a longer locals list to look more complete than the research actually supports.
How hiring actually works here
Without a hiring hall or dispatch list, you apply to the specific carrier directly -- the same as applying for any trucking job, not the seniority-based dispatch system a building-trades local like IUOE 793 (see our sister mining site's unions page for that comparison) runs for its members. RTL-Robinson, Nuna Logistics, and KAG Canada each post seasonal positions on their own sites, with recruiting typically picking up in the fall ahead of the winter season -- see /season/ for season timing and /jobs/ for what the roles themselves involve. If you do end up at a Local 362-represented employer like Grimshaw, you'd become a union member as part of that employer's existing collective agreement, the same way that works at any unionized workplace -- but that's a different hiring path from applying directly to a winter-road-specific carrier.
Compiled list: who's actually involved
The artifact for this cluster: the one union local with confirmed NWT jurisdiction, plus the direct-hire carriers that actually build and haul the winter road, with official links.
| Name | Type | Covers | Notes | Official site |
|---|---|---|---|---|
| Teamsters Local Union 362 | Union local | Alberta and the Northwest Territories -- the only Teamsters local whose own site claims NWT jurisdiction | Over 7,000 members across roughly 75 companies and 100+ collective agreements. Its own published Fair Carriers list includes Grimshaw Trucking, which runs a Yellowknife terminal among many others across Alberta and the NWT. Unconfirmed: we could not confirm from a primary source whether Local 362 members at that terminal drive the winter road itself, as opposed to general highway freight into Yellowknife. | Official site |
| RTL-Robinson Enterprises Ltd. | Direct-hire carrier | Yellowknife-based; a company that builds, maintains, and hauls the winter road | One of the two companies most consistently named as responsible for constructing and dispatching the Tibbitt to Contwoyto Winter Road each season. Hires through its own site, not a union hall. | Official site |
| Nuna Logistics / Nuna Group of Companies | Direct-hire carrier | Edmonton-based, majority Inuit-owned; the other company most consistently named for winter road construction and dispatch | Posts seasonal and permanent positions directly on its own careers site -- equipment operators, drivers, camp roles. No union hiring hall involved. | Official site |
| KAG Canada | Direct-hire carrier | Fuel and bulk-commodity hauler on the Tibbitt to Contwoyto Winter Road | Runs its own dedicated seasonal "Ice Road Trucking Canada" careers page, recruiting for the specific winter road operation directly rather than through a union. | Official site |

Frequently asked questions
Is ice road trucking unionized?
Mostly not, as far as we could confirm. The winter road joint venture's own site describes the workforce as "winter road Contractors, and carrier companies and their drivers" (plural carriers), and the carriers most consistently named for building, maintaining and hauling the Tibbitt to Contwoyto Winter Road -- RTL-Robinson Enterprises Ltd., Nuna Logistics, and fuel hauler KAG Canada -- all recruit directly through their own careers pages rather than a union hiring hall. One Teamsters local, Local 362, does claim NWT jurisdiction, but we couldn't confirm its members are the ones actually driving the ice itself rather than general NWT highway freight -- see below.
Is there a Teamsters local that covers the Northwest Territories?
Teamsters Local Union 362, based in Edmonton, is the one local whose own site explicitly states its jurisdiction covers "the Province of Alberta and the North West Territories," with over 7,000 members across roughly 75 companies. Its published Fair Carriers list includes Grimshaw Trucking, which operates a Yellowknife terminal alongside terminals across Alberta. We could not confirm from a primary source whether Local 362 members at that terminal specifically drive the winter road to the diamond mines, or handle general freight into Yellowknife on the all-season highway instead -- that distinction matters and we're flagging it as unconfirmed rather than assuming either way. Confirm directly with Local 362 if this matters to you.
Does the Northern Territories Federation of Labour list any trucking union?
No. The NWT's own territorial labour federation publishes an affiliates list (checked 2026-09-08) covering CUPW, PSAC's Union of Northern Workers (GNWT public-sector employees), the Nunavut Employees Union, IAMAW, USW, Sheet Metal Workers, and Seafarers locals -- no Teamsters local and no private-sector trucking local appears on it. That's consistent with what the carrier sites themselves show: this is a direct-hire industry, not one organized around a hiring hall.
How do I actually get hired to drive the ice roads, if not through a union?
Directly, through the carrier. RTL-Robinson, Nuna Logistics, and KAG Canada -- the companies most consistently named for building and hauling the Tibbitt to Contwoyto Winter Road -- each post seasonal positions on their own sites, with recruitment typically ramping up in the fall ahead of the January-March season (see /season/). There's no single dispatch list or hiring hall to get on the way there is for, say, a building trades local; you apply to the specific carrier the way you'd apply for any trucking job. See /jobs/ for what the roles themselves involve.
Are these sites affiliated with any of the unions or companies listed here?
No. This site is not affiliated with Teamsters Canada, Teamsters Local 362, RTL-Robinson, Nuna Logistics, KAG Canada, or any other union or carrier named on this page. The information above is compiled from each organization's own site or a dated news report -- for membership, dues, current openings, or anything official, go to that organization's own site, linked in the table below.
